The K-12 education system in North Carolina is ineffective and lacks accountability. Those are the findings of Evergreen Solutions, a firm contracted by the Legislatative Office of Program Evaluation to study how public education is governed in the state.
The tab for the study: $170,000. The study only confirms what many veteran observers already knew. The current structure which shares responsibility for education among the governor, the State Board of Education and the superintendent of public instruction inhibits accountability and leads to chaos. Any new plan needs to draw clear lines of authority and responsibility. Spending $170,000 to reinforce what we've already known is a huge waste of money. Having those efforts coordinated by the Office of Program Evaluation doesn't inspire a lot of confidence.
